High school summer study abroad program?

I have some questions about something like this. My parents won't let me go anywhere unless they know it's safe(meaning there aren't any robberies, the kids don't drink and smoke, etc.). Can anyone recommend something from personal experience/ a friend's experience? I'd like to either learn French or Portuguese, or volunteer somewhere. Also, are there any programs that don't cost a lot? I've been doing a lot of research, and most of the programs are $3,000-$6,000, not including airfare. Thank you!
